Guild Wars, Buying Tormented Command Shield?

Im currently playing Guild Wars Nightfall...and only have that... I currently have a perfect Tormented Motivation Shield, however it kind of unmatched my build and I am trying to buy Tormented Command Shield. I don't have money, but looking for someone who can trade the Command Shield with the Motivation I have. Is a 3.0 good enough for UCF? (Central Florida)?

I have a 3.0 but I also have extra actives. Track,Key Club and I did some volunteering over the summer over 100 hours. I'm retaking the ACT and I'm taking the SAT this Saturday. My essays are bomb. Most people from my school tend to go to UCF if that helps,which I proably doubt.
